The reason this is getting to me now as I was decent enough to send it to them so why don't they at least reply to my request. The FA wouldn't want another organisation to use your idea, so they won't tell you they don't want it.
You need to take good advice before sharing stuff like this.

Why not try to present it in person and sell it to them face to face? Do you know how many people send in 'business ideas' to the FA every day? Hundreds. And, let's be honest, most of them are going to be rubbish, aren't they?
It takes a while to sort the correspondence. If your idea genuinely has any merit, and if it was properly supported by convincing evidence of the economic, marketing and consumer research you've undoubtedly revealed in developing your idea for them, they will contact you for a meeting when they think the time is right.
Why not send them another letter summarising the idea you sent them? Ringing them won't get you a response -- they're busy people and have lots of 'gatekeepers' in place to prevent speculators from bothering them before they're ready to respond.
